<summary type="text">Government Annual Performance Report Financial Year 2013/14
The Government Annual Performance Report (GAPR) provides a comprehensive assessment of&#13;
Government‟s performance and the results of public spending of the Financial Year 2013/14. The Report&#13;
focuses on the performance of Ministries, Departments and Agencies (MDAs) against output targets&#13;
across all sectors of Government and progress made in the implementation of key actions agreed during&#13;
the last performance retreats (Financial Year GAPR 2009/10 – 2012/13).&#13;
The aim of the Report is to provide a basis for accountability of the use of resources and the results&#13;
achieved; to provide a basis for policy discussions within Government and to guide decisions on resource&#13;
allocations in the 2014/15 Financial Year. Unlike the previous GAPR reports, the FY2013/14 report&#13;
includes District Local Governments and Municipality assessments, a fulfillment of the recommendation&#13;
from the retreat

This report has been prepared to operationalise the implementation of the National Policy on Monitoring and Evaluation (M&amp;E) of the Government of Uganda (GoU).  The primary purpose of the Policy is to ‘improve the performance of the public sector through the strengthening of the operational, coordinated, and cost-effective production and use of objective information on implementation and results of national strategies, policies, programmes and projects’.
