The Electoral Commission Uganda
The report highlights the successes, weaknesses and problems encountered during the conduct of the Local Council Elections and their possible solutions which require legislation. This is because the late enactment and amendment of legislation results in a slew of problems that could render the electoral process inefficient. Adequate time to prepare for electoral activities would give the commission enough room to handle complex and /or unforeseen problems during implementation.
