The National Development Plan Ii clearly articulates the importance of streamlining ECD into policy planning, programming and budgeting, and the Government's imminent programme-based budgeting (PBB) reform presents a unique opportunity to integrate ECD into the budget architecture.The National Planning Authority- in collaboration with the Ministry of Gender, Labor and Social Development, the National Council for Children, the Ministry of Finance , Planning and Economic Development, and UNICEF Uganda - therefore embarked on an extensive and highly-consultative process to build consensus in the design of a PBB framework for ECD.
